She issued her ruling this morning, with Cui only able to respond, through an interpreter, “I don’t know anything, I don’t understand English.”

In November 2024, Minnesota Valley issued the tribe a cease-and-desist order and threatened to disconnect Prairie’s Edge if the system was activated. The tribe countered that the utility’s generation restrictions did not apply because the system was designed solely to power its own property and would not feed electricity back onto the grid.

The array, which includes an 800-kilowatt battery storage system, is expected to cover about 30% of the casino’s electricity needs. Prairie’s Edge is the Upper Sioux Community’s principal economic engine, helping fund housing, healthcare, education, and public safety.

Kim said that Bally’s was actually “over-delivering” on its commitments to the city and reset the construction timeline to better align with its Host Community Agreement. “Investors should view our actions through a straightforward lens: We are protecting the value of significant investments we’re making in Chicago while faithfully executing our contractual obligations,” Kim concluded. “And let me say this again – we remain fully committed to Chicago.”

Kim’s comments Monday were less detailed than others made before the Chicago City Council’s License Committee last week.
