What is Burning Stars?

A separate private member’s bill was tabled by MP Martha Mahrous in January 2025. It proposed prison terms of two to five years and multi-million-Egyptian-pound fines for promoters, agents and payment facilitators. It has also gone nowhere.

Parliament rose on 22 July having passed 162 laws, none concerning betting. Egyptian news outlet Al-Watan reported that electronic betting was still among the committee’s files awaiting discussion on 17 August, listed separately from the cybercrime amendments. The House reconvenes on 1 October.

Neither bill has created a route to license private online betting. Egypt is pursuing an increasingly punitive enforcement model instead.

The supplier’s total B2B revenue increased 14% YoY to €394.8 million, while adjusted EBITDA
increased 75% to €128.1 million.

The only market to report a loss for B2B during the period was the UK, down 8% to €59 million. Playtech said the market was impacted by “certain customer-specific changes and increased Remote Gaming Duty”.

Europe, excluding the UK, grew 2%. Overall, regulated revenue for B2B accounted for 83% of overall revenue across the segment, marking 21% growth, compared to unregulated.

Yet Dan Waugh, partner at Regulus Partners, pushes back against the idea that enforcement notices reveal a fundamentally non-compliant sector.

“Operators failing compliance checks is never a good look,” he says. Campaigners often claim that financial sanctions are priced in and that the Commission should revoke more licences, although Waugh does not believe operators view settlements merely as a cost of doing business.

Nor are regulatory breaches unique to gambling. Waugh notes that Tesco was fined more than £8 million for food hygiene failings in 2021, without parliamentarians demanding that it should be prevented from selling cornflakes.
